Melt the butter in a saucepan over medium high heat, and sear the meat on all sides. Set the meat aside.
Add a small amount of broth to the saucepan, and mix in the turnips, onions and carrots.
Stir in the minced garlic and salt and pepper to taste. Saute for one minute.
Mix in the tomato paste.
Pour in the diced tomatoes, sugar and broth.
Place the cinnamon stick into the saucepan.
Return the meat to the mixture.
Cover, and simmer for 1 hour.
Remove the cinnamon stick, garnish with parsley and serve.
