Heat the oven to 350 degrees.
Add the ground beef, pork rind crumbs, egg, 2 Tbsp of the ketchup, Swerve, garlic, worcestershire sauce, onion powder, paprika and salt and pepper to taste to a mixing bowl, and knead to combine well.
Place half of the meat mixture into the bottom of a 9x13 well greased baking dish, and form it into the shape of a loaf. Form an indentation down the center of it.
Press the cheese into the center of the meatloaf.
Form the remaining meat mixture over the cheese, and reshape the mixture into a loaf.
Stir together the remaining ketchup and brown sugar substitute.
Brush the mixture over the top of the meatloaf.
Wrap the meatloaf in the strips of bacon, tucking them into the bottom of the meatloaf as you do.
Bake for 1 hour or until the bacon is crispy and the meat is cooked through.
