Place all of the ingredients for the cupcakes into a mixing bowl, and blend until smooth.
Pour the batter into 8 sections of a muffin tin that have been lined with cupcake liners.
Bake for 25 minutes, or until cooked through.
Let the cupcakes cool to room temperature.
Beat together the icing ingredients in a mixing bowl until light and fluffy.
Ice the cupcakes.
Unwrap the Reeseās Cups, and place one on top of each cupcake.
Put a little dot of icing on the tip of each peanut butter cup.
Add sprinkles to the top of the cupcakes before serving.
